Applying Global Public Investment and Circular Cooperation to funding for disability rights and inclusion: a discussion

The gap between commitments on disability rights and inclusion and funding is well evidenced. More and better funding is needed.  

Impel and the Global Cooperation Institute have jointly developed a discussion paper to kickstart an important conversation on the evolution of funding for disability rights and inclusion. We recognise that global efforts to strengthen disability rights and inclusion have already come a long way and have strong foundations in place, but we argue existing funding and funding mechanisms require strengthening.

Our discussion paper introduces the potential application of Global Public Investment (GPI) and Circular Cooperation to funding for disability rights and inclusion. GPI is an emerging approach backed by a growing number of global leaders, experts, governments and practitioners; in 2025, GPI gained particular prominence in Seville at Financing for Development and at the UN General Assembly. We believe GPI and Circular Cooperation provide a powerful framework and key principles for future disability funding.
