Mid-term review of Comic Relief’s inclusive education programme

Comic Relief and the UK FCDO’s (then Department for International Development) All In, All Learning! programme sought to improve education opportunities and outcomes for the poorest and most disadvantaged while building stronger and more inclusive education systems in sub-Saharan Africa. The programme involved 26 grants to partners across sub-Saharan Africa, where the potential for systemic change and/or learning from innovation was strongest.

Our team undertook the mid-term evaluation of the All In, All Learning! programme (for Equal International), the primary purpose of which was to provide actionable recommendations that Comic Relief and partners could implement in the remaining programme period to maximise the impact of the All In, All Learning! programme, to refine the capacity building model/s and sustain outcomes. Among the evaluation findings, data showed that both insecure livelihoods and poor food security threatened All In, All Learning! project outcomes and grantees taking steps to strengthen livelihoods and household income in order to strengthen education outcomes. Support provided or funded directly by Comic Relief, by lead partners as part of funded activities and, between delivery partners through horizontal learning also proved a key enabler of strengthened organisational capacity.
